    I currently live in a small community (400 plus) outside of Higginsville, Missouri, the community is surrounded by farms, mainly crops and some cattle, a town which restricts/denies livestock, that includes horses. I’m wanting request the ordinance be changed to allow horses. My reason, my interest in trail rides, along with riding the surrounding area. I currently have the proper space/grounds for a horse as others do who may also have an interest. What I’m seeking is input/wording for a proposal I wish to submit to the city that may help in gaining approval. I would greatly appreciate any suggestions others may have.
