Horse impoundments under Control of Horses legislation in the Munster region of Ireland: factors affecting euthanasia.

Abstract: Recently, considerable international attention has been paid to the problem of unwanted horses. In Ireland, stray horses, particularly in urban areas, are a further problem. The Control of Horses Act 1996 was enacted in response to an ongoing problem of uncontrolled horses in public places. As yet, no research work has been conducted focusing on stray horses in Ireland. This paper describes horses impounded under the Act in the Munster region of Ireland during 2005-2012 and the factors influencing decisions regarding their disposal. A logistic regression model was developed to investigate factors influencing the probability that a horse was euthanised during impoundment. In total, 3625 seizure events were recorded, most towards the end of the study period. Predictors for euthanasia during 2010-2012 included seizure location, sex, age, colour, body condition score and year. This study highlights the problem of stray horses in Ireland, particularly in urban areas. There is a need for rigorous enforcement of newly enacted horse identification legislation, allowing a fully integrated traceability system. More is required to manage the long-established societal problems of stray horses in urban settings, with a uniform approach by all Local Authorities being long overdue.

Summary

This research summary has been generated with artificial intelligence and may contain errors and omissions. Refer to the original study to confirm details provided. Submit correction.

The research article addresses the issue of stray horses in the Munster region of Ireland between the years 2005 and 2012. It also presents factors affecting decisions on handling these horses, particularly the influences leading to their euthanasia.

Background

  • The research was focused on the unwanted horse problem in Ireland, giving particular emphasis on stray horses in the urban areas.
  • The study falls in the context of Ireland’s Control of Horses Act 1996, a piece of legislation devised to address uncontrolled horses in public spaces.

Research Method

  • The researchers examined horses impounded under the Act in the Munster region of Ireland from 2005-2012.
  • They developed a logistic regression model to study factors influencing the likelihood of a horse being euthanised during impoundment.

Results

  • A total of 3625 impound events were recorded, with most occurring towards the end of the study period.
  • The predictors for euthanization during 2010-2012 included seizure location, sex, age, colour, body condition score and year. These variables affected whether a horse would be euthanized during impoundment.

Conclusion

  • The research brings attention to the issue of stray horses in Ireland, particularly those in urban areas.
  • The researchers suggest that the stricter implementation of recently enacted identification legislation for horses can help establish a comprehensive traceability system.
  • They also advocate for more measures to manage the longstanding problem of stray urban horses, recommending that all Local Authorities should adopt a uniform approach.
