The first is whether the policy is useful or not, its goals are vague and unclear. And there isn't much interaction between the areas it affects. Second, the policies are inconsistent and unstable. Third, there is a deficiency in terms of professional evaluation and relevancy. Fourth, pre-development preparation is not done due to the lack of an industry chain cycle. This research summary has been generated with artificial intelligence and may contain errors and omissions. Refer to the original study to confirm details provided. Submit correction.

Overview

  • This study reviews the development of equestrian-related policies and regulations in China from 1978 to 2022.
  • It analyzes how government policies have influenced the shift of the horse industry from traditional uses to leisure and sports activities.

Research Purpose and Methodology

  • The paper aims to provide a concise overview of Chinese government policies that have impacted the growth of equestrian sports over the past four decades.
  • It applies Whittemore and Knafl’s 5-step approach to policy analysis, which involves:
    • Systematic examination of policy content
    • Consideration of policy context
    • Analysis of governance processes connected to the policies
  • Data comprised 29 official and semi-official documents about equestrian policy in China up to 2022, which were extracted, classified, and examined.

Key Findings on Policies

  • Effectiveness and Clarity:
    • Policy goals are often vague and unclear, reducing usefulness.
    • There is limited interaction or coordination between different areas affected by these policies.
  • Consistency and Stability:
    • Policies tend to be inconsistent and unstable over time, which may hinder sustained development.
  • Professional Evaluation and Relevance:
    • There is a lack of thorough professional evaluation and relevance checks in formulating these policies.
  • Industry Preparation:
    • Preparatory development phases are insufficient, largely due to the absence of a fully developed industry chain cycle in equestrian sports.

Underlying Causes of Policy Issues

  • Sports Management System: The structure and framework governing sports in China affect policy formulation and implementation.
  • Government Policy Ideals: The vision and ideals held by government bodies can sometimes clash with practical realities or industry needs.
  • Stakeholder Competition: Various interest groups involved in equestrian sports have competing agendas, leading to fragmented or conflicted policies.

Context and Industry Shift

  • The horse industry in China has been transitioning from traditional roles (such as agriculture or transportation) to leisure and competitive sports.
  • Government policies play a direct role in shaping this shift by promoting equestrian sports as part of national fitness and cultural development initiatives.

Implications

  • The findings suggest that more coordinated, clear, and professionally evaluated policies are needed to support sustainable development of equestrian sports in China.
  • Building a stronger industry chain and better stakeholder collaboration will be crucial for the future growth of the equestrian sector.
  • Understanding the shortcomings of existing policies can inform better policy designs and governance frameworks going forward.
