Trotter welfare’s protection: A legislative perspective.
Abstract: The Council of Europe's activities in the field of animal welfare are particularly noteworthy and comprise the elaboration of several norms for the protection of animals. Concerning the specific European Directive, Regulations or Convention for the protection of animals, the Authors underline the missing of specifics recommendations concerning the welfare of sport horses and especially of trotters. Guidelines are reported by regulation of equestrian sports. The paper's purpose is to give practical elements to individuate the welfare state and to promote a clear regulation on welfare, care and protection of trotters.

This research article addresses the lack of specific regulations or guidelines concerning the welfare and protection of sport horses, particularly trotters, in European Directives, Regulations, or Convention. The authors aim to shed light on this area and propose practical suggestions for recognizing the welfare state and encouraging distinct norms for the care and safeguarding of trotters.
Current Animal Welfare Legislations
- The paper begins by discussing the prevalent work done by the Council of Europe in the arena of animal protection. This body of work is remarkable for its range of rules formulated specifically for animal welfare.
- In particular, European Directives, Regulations, or Convention that are dedicated to the safety of animals are mentioned. These are often broad legislative instruments that vary in application and enforcement within European Member States.
Lack of Specific Guidelines for Trotters
- The research observes that despite these extensive animal welfare legislations, there exists a gap pertaining specifically to sport horses, especially trotters.
- Trotters are horses that participate in racing sports, involving a specific gait known as a trot. These animals might have unique welfare needs due to their distinct physical exertion and lifestyle.
- Currently, any guidance relevant to the welfare of these horses is only found within equestrian sport regulations, not within broader animal welfare legislation.
Purpose of the Research
- The main endeavour of this paper is to address this gap in animal welfare legislation. The primary objective of the authors is to provide practical constituents to identify the welfare state of trotters.
- The welfare state of an animal can be understood as its general physical and mental well-being. This involves aspects like health, comfort, and freedom from suffering.
- By outlining these practical elements, the authors hope to help in recognizing when the welfare state of a trotter may be compromised and what measures may be needed to safeguard it.
Promoting Specific Regulation for Trotter Welfare
- In addition to identifying the welfare state, the authors aim to promote the creation of well-defined regulations concerning the welfare, care, and protection of trotters.
- Such regulations would fill the existing gap in animal welfare legislation, ensuring sport horses are properly cared for and that their unique needs are recognized and met.
- This advocacy for specific regulations signals a necessary evolution in the animal welfare legal landscape, highlighting the importance of nuanced legislation that takes into account the specific needs of different animals.
