[Restraint devices for animals–historical and animal welfare aspects].

Abstract: A historical review is given on the reasons to use restraint measures in animals, their definitions and classifications as well as their mode of action. An attempt is made to give an assessment of these measures according to animal welfare aspects formerly and today. Special emphasis is put on considerations in conformity with the "reasonable reason", as required in the German Animal Welfare Act.

This research provides a historical review on the use of restraint measures in animals, their definitions, classifications, actions and their impact on animal welfare. It further emphasizes the considerations in line with the “reasonable reason” as stated in the German Animal Welfare Act.

Historical Review and Definitions

  • The research begins by providing a historical context about the use of restraint measures in handling animals. It delves into the reasons that necessitated the use of these measures over time.
  • It then presents the different definitions of restraint measures, which vary depending on the purpose and nature of the practice. These definitions may encompass instruments, practices or techniques used to limit the movement of animals, particularly in situations that may pose risks to the animals or the people handling them.

Classifications and Mode of Action

  • The research further categorizes restraint measures based on distinct criteria, perhaps according to their purpose, level of invasiveness, duration or the specific behavior they intend to limit.
  • The study also investigates how these measures work. This may include a discussion on mechanical restraints that physically limit an animal’s movement or chemical restraints that work through the administration of sedatives or tranquilizers.

Animal Welfare Assessment

  • The research conducts an assessment of the restraint measures in regards to animal welfare. It sheds light on how these practices impact the physical and psychological well-being of animals, both in the past and today.
  • It contemplates how these measures have evolved over time, in alignment with the principles of animal welfare. These principles usually advocate for the minimal use of restraints and encourage less invasive alternatives whenever possible.

“Reasonable Reason” Consideration

  • The study underscores the importance of the “reasonable reason” provision in the German Animal Welfare Act. This provision necessitates a justified reason for using restraints on animals, reinforcing the principle of necessity.
  • It draws significant attention to this regulation and how it aligns with contemporary perspectives on animal welfare, highlighting the shift towards more humane and ethically justifiable usage of restraints on animals.
